Yes, the Halt Phosphatase Inhibitor Cocktail (Cat. No. 78420) is EDTA-free. It just contains the indicated phosphatase Inhibitors.

We recommend storing Halt Phosphatase Inhibitor Cocktail Bulk (100 mL) at 4 degrees C. We do not recommend freezing it. One of the components of this cocktail (orthovandate) tends to form higher order structures and other oxidation states. These are colored products which can cause the cocktail to vary from colorless to yellow (and still be active). If the cocktail turns green, however, which can happen during freezing, it means that the orthovandate has lost its activity.
If the cocktail was accidentally frozen, we recommend thawing it out and examining the color. If the cocktail has turned green, we recommend discarding it.
